The present research seeks a critical reflection on the impacts of the digitalization of social life on the daily life of the homeless population (PSR) and its implications in the production of the phenomenon of digital exclusion. This is a debate of great relevance, given the topicality of the theme, which evidences the growing centrality of digital technologies, as well as the significant increase of this population portion in contemporary society. It is intended to discuss the effects of digital exclusion on homelessness, considering its implications in access to fundamental rights and in the new forms of control, surveillance and algorithmic mediation of social life. It is based on the hypothesis that technological means make it impossible to enforce certain Human Rights to the homeless population. To this end, exploratory bibliographic research will be adopted, configuring this work as an article organized in sections. It was concluded that those who are already in situations of social or financial disadvantage are more likely to be digitally excluded. In view of this, it is necessary to adopt strategies that adjust public policies, aiming to combat the marginalization of this population group.
