Abstract

This article reflects on the challenges to the realization of the rights of children, adolescents and young people before the neoliberal ideology that weakness historically achieved. Analyzes the passage of Irregular Situation Doctrine that underlay Juvenile Code, for the Doctrine of Integral Protection, as recommended by the Statute of Children and Adolescents, contextualizes the rights of Youths expressed by the Statute of Youth and challenges for the materialization.
